Abstract

Modern counterinsurgency (COIN) operations face increasingly complex challenges due to the changing nature of conflict and the growing involvement of local communities in security dynamics. Success in COIN is no longer determined solely by military power but by the state’s capacity to build political legitimacy and community trust within conflict zones. This article analyzes the strategic role of local intelligence and civil and military partnerships in enhancing COIN effectiveness through trust-based community engagement. Drawing on a systematic review of scholarly works published between 2020 and 2025, the study finds that (1) local intelligence contributes by providing contextual understanding of social, cultural, and political networks; (2) civil and military cooperation strengthens legitimacy through communication and public service delivery; and (3) operational success depends on accountability, transparency, and the alignment between rhetoric and practice. Building community trust is thus identified as the foundation of sustainable stability and legitimacy in post-conflict governance.
