Strengthening the Valid Data Verification System and Supervision of 3 Kg LPG Distribution for Beneficiary Communities
Abstract
This research aims to analyze the strategies for strengthening the data verification system and supervising the distribution of 3 kg Liquefied Petroleum Gas (LPG) to ensure precise targeting for designated beneficiaries. The background of this study is driven by high fiscal inefficiency caused by inclusion error phenomena, where non-target affluent groups consume subsidized commodities. The research employs a descriptive qualitative method with a literature review approach and secondary data analysis concerning national energy policies for the 2021-2026 period. The findings indicate that the integration of an integrated distribution system with the Social Welfare Integrated Data (DTKS) through National Identity Number (NIK)-based validation significantly reduces potential deviations. The full digitalisation of the 3 kg LPG distribution ecosystem from agents, depots, sub-depots, to beneficiaries can help to achieve national energy equity through a modern governance system, efficient and free from corrupt practices, whilst also facilitating oversight.
