Analysis of the Relationship Between Policy Implementation and Research Performance of Lecturers at the Ministry of Health Polytechnic (Poltekkes Kemenkes)
Abstract
This study aimed to analyze the relationship between policy implementation and lecturer research performance at Poltekkes Kemenkes. Employing a quantitative correlational design, the study involved a number of lecturers whose data were analyzed using logistic regression. Findings indicate overall low lecturer research performance, with a median SINTA score of 11, where 49.1% of lecturers fall into the low-performance category due to insufficient publications in reputable journals and infrequent SINTA profile updates. Overall policy implementation was rated good (51.5%), yet significant areas require improvement. Specifically, policy implementation correlated significantly with lecturer research performance; suboptimal implementation increased the risk of low performance by 1.302 times (COR 1.302; 95% CI: 1.13–1.51). Poor inter-organizational relationships increased the risk of low research performance by 1.25 times (COR 1.25; 95% CI: 1.08–1.45), while inadequate resources increased the risk by 1.276 times (COR 1.276; 95% CI: 1.10–1.48). A less conducive socio-economic and political environment increased the risk by 1.189 times (COR 1.189; 95% CI: 1.03–1.37). Implementers' disposition or attitude had the strongest impact, increasing the likelihood of low performance by 1.443 times (AOR 1.443; 95% CI: 1.25–1.67), explaining 1.1% of performance variation. This study extends Edward III’s policy implementation framework by positioning implementer disposition as the most potent determinant in the context of lecturer research performance, demonstrating that without strong commitment and understanding, resources and structure alone are insufficient. Therefore, the conclusion highlights the importance of improving policy implementation holistically, particularly through enhancing implementer disposition and resources, to boost lecturer research performance at Poltekkes Kemenkes.
