Abstract
ABSTRACT
This study aims to analyze teacher resource management in improving learning performance at the elementary school level. The research focuses on teacher recruitment and placement, continuous professional development, performance appraisal, and motivation systems. This study employs a qualitative descriptive method through literature review and document analysis related to teacher management in elementary education. The findings indicate that effective teacher resource management significantly improves learning quality in terms of planning, implementation, and evaluation. Teachers who receive adequate competency development, objective performance feedback, and a motivating work environment are more capable of creating active, creative, and developmentally appropriate learning experiences for elementary school students. These results highlight that strategic management of teacher resources is essential to enhance learning effectiveness and overall educational quality in elementary schools
