Housewives' Participation In The Sustainable Food Garden Programme: An Analysis From Planning To Result Utilization Stages In Leboto Village, North Gorontalo, Indonesia
Abstract
Abstract
The Sustainable Food Garden Programme (P2L) is the continuation of Indonesia's Sustainable Food Garden Area (KRPL) programme, designed to promote the utilization of home yards as sources of household food while also being market-oriented. Women's participation, particularly that of housewives, is a key factor in the success of this programme. This study aims to analyze the forms of housewives' participation in the P2L programme in Leboto Village, Kwandang District, North Gorontalo Regency, covering four participation stages: planning, implementation, assessment, and result utilization. A descriptive quantitative method with an Ex Post Facto survey design was applied to 78 respondents selected proportionally using Slovin's formula (e=5%) from a population of 738 household heads. Data were collected through structured interviews using a Likert scale questionnaire (1–5) and analyzed using the Interval Transformation (IT) method based on Cohen and Uphoff's participation concept. Results indicate that housewives participated in all stages at 'often' to 'sometimes' frequency categories, with the highest score in the planning stage (mean 3.41) and the lowest in the assessment stage (3.08). Between 21–28% of respondents never participated in any stage, primarily due to domestic workload. These findings suggest that while quantitative participation is active, the quality of involvement does not yet reflect genuine empowerment, as formal evaluation and feedback mechanisms remain unavailable. This study recommends institutional strengthening of Women Farmer Groups (KWT) and enhanced facilitation intensity to promote higher-quality and more sustainable participation.
