https://www.e-journal.citakonsultindo.or.id/index.php/IJBQR/article/view/6778

This study aims to analyse the effect of inflation and economic growth on the unemployment rate in Indonesia during the 2020–2024 period. The research employs a quantitative approach using multiple linear regression analysis to examine the partial and simultaneous effects of inflation and economic growth on unemployment. The results show that inflation has a positive but statistically insignificant effect on the unemployment rate, with a significance value of 0.274. Meanwhile, economic growth has a negative and significant effect on unemployment, indicated by a significance value of 0.004, suggesting that increased economic activity contributes to reducing unemployment. Simultaneously, inflation and economic growth significantly affect unemployment, with the model explaining 71.8% of the variation in unemployment. The findings support Okun’s Law but indicate that the classical Phillips Curve relationship is not fully supported during the research period, which was influenced by the COVID-19 pandemic and economic recovery process.
Muhammad Rizqulloh AkbarMuhammad Jossy NaufaAnna YulianitaMuhammad SubardinSiti Rohima

https://www.e-journal.citakonsultindo.or.id/index.php/IJBQR/article/view/5711

This study aims to examine the effect of management control system implementation, supervisory oversight, and accountability on financial performance at Siti Fatimah Regional General Hospital, South Sumatra Province. A quantitative research approach was employed using a questionnaire survey distributed to employees involved in hospital management and operational activities. The data were analyzed using multiple linear regression with the assistance of SPSS. The results indicate that management control system implementation and accountability significantly affect financial performance, while supervisory oversight does not have a significant effect. Simultaneously, management control system implementation, supervisory oversight, and accountability significantly influence financial performance. These findings emphasize that effective internal management mechanisms and strong accountability practices are essential in improving financial management and organizational performance in public healthcare institutions. This study provides practical implications for hospital management in strengthening control systems, improving managerial effectiveness, and enhancing accountability to achieve sustainable financial performance.
Nur Hasanah Hudaya NstMsy. https://www.e-journal.citakonsultindo.or.id/index.php/IJBQR/article/view/5802

This study aims to analyze the effect of problematic insurance claim ratios on financial independence with cash flow effectiveness ratios as an intervening variable at Siti Fatimah Regional General Hospital, South Sumatra Province. This study uses secondary data from financial statements, cash flow reports, and accounts receivable reports for the period January 2023–December 2025. The data analysis method was performed using IBM SPSS, including descriptive statistics, classical assumption tests, multiple linear regression analysis, t-test, F-test, coefficient of determination (R²), and Sobel Test. The results show that the problematic insurance claim ratio has no significant effect on financial independence (Sig. = 0.167 > 0.05), but has a significant effect on cash flow effectiveness ratio (Sig. = 0.045 < 0.05). Meanwhile, the cash flow effectiveness ratio has no significant effect on financial independence (Sig. = 0.162 > 0.05). The Sobel Test results indicate that the cash flow effectiveness ratio cannot mediate the effect of problematic insurance claim ratios on financial independence, with a t-value of 1.041 < 1.96. These findings indicate that financial independence at Siti Fatimah Regional General Hospital is influenced by other factors beyond the variables examined in this study.
Annisya NufalizaKusminaini ArminDimas Pratama Putra

https://www.e-journal.citakonsultindo.or.id/index.php/IJBQR/article/view/6842

This study examines the role of work motivation in mediating the effect of performance appraisal on employee performance in the Government of Kotamobagu City, Indonesia. The study employed a quantitative explanatory design using a survey questionnaire distributed to 210 civil servants. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results show that performance appraisal has a positive and significant effect on work motivation (β = 0.631; t = 7.771; p < 0.001). Work motivation has a positive and significant effect on employee performance (β = 0.732; t = 8.269; p < 0.001), whereas the direct effect of performance appraisal on employee performance is negative and statistically insignificant (β = −0.081; p = 0.296). The indirect effect of performance appraisal on employee performance through work motivation is positive and significant (β = 0.462; t = 6.413; p < 0.001). These findings indicate that work motivation fully mediates the relationship between performance appraisal and employee performance. The model explains 54.3% of the variance in work motivation and 41.9% of the variance in employee performance. The study highlights the importance of strengthening performance appraisal systems as a mechanism for stimulating employee motivation and, ultimately, improving performance in public organizations.
Marina Bahagia GonibalaArifinWiwin L Husin

2026-10-042026-10-04404546310.63922/ijbqr.v4i04.6842George C. Edward III’s Policy Implementation Model in the Livable Housing Development Program in North Bolaang Mongondow Regency
https://www.e-journal.citakonsultindo.or.id/index.php/IJBQR/article/view/6851

This study analyzes the implementation of the Livable Housing Development Program in North Bolaang Mongondow Regency using George C. Edward III’s policy implementation model. The analysis focuses on communication, resources, disposition, and bureaucratic structure, while also identifying contextual supporting and inhibiting factors. A qualitative case-study design was used. Data were designed to be obtained through in-depth interviews, observation, and documentation involving purposively selected actors from the housing agency, field facilitators, sub-district and village governments, social affairs officials, beneficiaries, and an academic informant. Data analysis followed the Miles and Huberman interactive model and data credibility was addressed through source triangulation, technique triangulation, and member checking. The findings indicate that policy transmission has operated through formal and digital channels, but clarity and consistency remain uneven, particularly regarding beneficiary self-help obligations, material distribution schedules, and technical information. Resources are available but are constrained by personnel, operational support, logistics, fiscal capacity, and the integration of social and technical beneficiary data. Implementers generally show positive disposition and commitment, although support intensity varies across locations. The bureaucratic structure and division of roles are relatively clear, but special cases are handled slowly because escalation procedures are not sufficiently adaptive. Geographical conditions, weather, local mutual cooperation, builder availability, and beneficiary capacity strengthen or weaken implementation. The study recommends standardized beneficiary communication, improved facilitator-to-area allocation, integrated data verification, performance indicators for facilitation, and time-bound escalation procedures.
Supriadi GomaRahmisyariArifin
