Abstract

The exponential growth of global tourism has severely exacerbated overtourism, exposing the critical limitations of traditional sustainable tourism frameworks that merely seek to minimize harm. This article explores the emerging paradigm shift from overtourism to regenerative tourism within global destination management. Employing a narrative literature review of academic publications from 2020 to 2026 sourced from Google Scholar, this study synthesizes the conceptual, operational, and governance dimensions of this transition. The findings reveal that regenerative tourism transcends conventional sustainability by actively restoring ecological integrity and revitalizing socio-cultural systems. Successful transitions require polycentric governance, genuine community sovereignty, and holistic measurement frameworks that capture net-positive impacts. However, this paradigm shift faces significant structural and cognitive barriers rooted in entrenched, growth-dependent economic models. Ultimately, the study concludes that Destination Management Organizations must urgently abandon traditional growth-centric metrics in favor of comprehensive regenerative indicators. This research provides an integrative framework to guide policymakers in redesigning tourism systems that actively enhance planetary and community well-being.
